Employers in the high-tech/software and communications industries must comply with a variety of payroll tax laws just like any other type of employer. However, because many employers in these industries have multistate and/or foreign operations, frequently hire the help of independent contractors and tend to have high employee turnover, certain payroll issues arise frequently. These include the reporting of new hires and, in some states, independent contractors; proper taxation of employees who are nonresident aliens or expatriates; and knowing the time period within which to pay terminated employees their final wage payment and whether they must be paid for the value of accrued vacation time or other benefits. To complicate matters, these issues are primarily governed by differing state laws.
