  • Most private employers fall under the jurisdiction of the federal National Labor Relations Act (NLRA). New York does, however, regulate labor relations for employers that are not subject to the National Labor Relations Board by means of the New York State Labor Relations Act, also referred to as the New York State Employment Relations Act (SERA).
