The Federal Trade Commission subscribes to a broad view of the term "employment purpose" as used in the FCRA. As a result, employers should comply with the Act's limitations on credit checks when it comes to independent contractors. Background checks for volunteers also may be viewed as screening for an employment purpose, subject to the FCRA, when an employer uses a third-party consumer reporting agency.
