Does an employer have to pay its employees overtime if they work on a holiday?

The federal Fair Labor Standards Act does not require an employer to pay its employees overtime just because they work more than eight hours in a day. (Of course, if working more than eight hours in a day results in the employees working more than 40 hours in a workweek, the employees will be owed overtime.)
However, Rhode Island and Massachusetts require employers to pay overtime to certain employees who work on certain holidays.
Also, an employment contract or collective bargaining agreement may require the payment of overtime for work on a holiday.
