Is an employer required to offer health care benefits to retirees?

No. There is no legal requirement to continue to allow access to your health plan to retirees beyond the COBRA period offered to any other employee who leaves the company. The exception to this would be if an entitlement exists due to a collective bargaining agreement or due to other such written agreements between the employer and the employee.
