May an employer access an employee's personal email prepared using a personal account and not the employer's email system if prepared on the employer's computer?

Yes. An employee who uses and accesses a personal email account from an employer's computer is subject to having such emails accessed by the employer. The web browser that the employee uses to access such accounts is owned by the employer, and therefore any web page that is viewed on that browser may be accessed by the employer.
