What is a controlling health plan (CHP) for health plan identifier (HPID) purposes?

A CHP, which is required to obtain an HPID, is a health plan that:

  • Controls its own business activities, actions or policies; or
  • Is controlled by an entity that is not a health plan, and, if it has a subhealth plan (SHP), exercises sufficient control over the SHP to direct its business activities, actions or policies.
