- For most private employers, employer liability for unfair labor practices is governed by the National Labor Relations Act. See Unfair Labor Practices by Private Employers.
- Public employers' liability for unfair labor practices is governed by the Illinois Public Labor Relations Act. The Illinois Labor Relations Board has jurisdiction over unfair labor practice complaints. See Unfair Labor Practices by Public Employers.
