Do all of the salary history inquiry laws have the same restrictions?

No. However, all of these laws aim to eliminate the pay gap between men and women for performing the same or comparable work by prohibiting employers from seeking or asking about salary history.
The rationale is that if a current or past employer discriminated against the applicant by paying them less based on his or her gender, race or national origin, then permitting salary history questions only serves to perpetuate that pay discrimination.
