COVID-19: Proof-of-Vaccination Prohibitions by State

Several states have enacted measures that prohibit governmental entities and/or businesses from requiring individuals, such as customers, to provide documentation certifying COVID-19 vaccination, or so-called "vaccine passports," in order to enter, access or receive the businesses' services. Certain bans apply only to individuals invited onto business premises, not to employees. However, legally, private employers are generally allowed to ask employees whether they have been vaccinated against COVID-19.
The following chart reflects:
- Whether a state prohibits governmental entities or businesses to require proofs of vaccination prior to gaining access to entry to the business;
- To whom the proof-of-vaccination prohibition applies; and
- The applicable law or government resources.
An indication of "N/A" in chart cells indicates that there are no applicable government resources or laws in effect.
