The Patient Protection and Affordable Care Act (PPACA), more commonly known as the Affordable Care Act (ACA) or Health Care Reform, was enacted in an effort to expand health care coverage, control health care costs and improve how health care services are delivered.

The ACA is one of the most significant workplace laws of the last couple of decades. Adding to the law's complexity are the ever-changing requirements to the employer shared responsibility rules. These ongoing changes to the law make it difficult for employers to keep abreast, and comply with the law's requirements.

While the ACA provides employers with an opportunity to reshape their benefit strategies, and in many cases, change the organization's culture, as the law continues to unfold, it raises a host of issues related to compliance challenges associated with increased employer fiduciary liabilities, benefits discrimination and retaliation claims and workforce restructuring.
