Is an employee not currently enrolled in an employer's health plan eligible for continuation coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA)?

No. COBRA is, by definition, a continuation of benefits opportunity for the employee, and is not a new opportunity to enroll in benefits. In order to be eligible for continuation coverage under COBRA, an employee must have been enrolled in the health plan at the time of his or her separation from employment.
