Can an employer receive penalties for safety and health violations from a source other than the Occupational Safety and Health Administration (OSHA)?

Yes. States with state plans issue their own penalties, and there are many agencies that regulate specific industries that will give penalties for health and safety violations. In addition, an employer will have to pay workers' compensation to employees who were injured or developed illnesses on the job and, in more extreme cases, may be able to be sued by an employee when an injury or illness was caused by the employer's gross negligence or willful misconduct.
