- The Pennsylvania Labor Relations Act (PLRA) covers mostly small businesses and prohibits those employers and the unions that represent their employees from engaging in numerous unlawful actions, which are known as unfair labor practices. See The Scope of the Pennsylvania Labor Relations Act
