According to the Department of Homeland Security, an active shooter situation occurs when an individual is engaged in killing or attempting to kill people in a confined and populated area. In most cases, an active shooter uses a firearm, but any weapon, such as a knife can be utilized to cause harm. Typically, there is no pattern or method to an active shooter's selection of victims.
