- Vermont does not require private employers to establish affirmative action programs. Private employers that do establish such plans should avoid quotas and be aware of the prohibition set forth in the Vermont Fair Employment Practices Act. See Private Employers.
- State contractors are required to establish affirmative action programs, called "EEO Plans." See Public Employers.
